All perfumes for men and women that you buy from department stores, are actually perfume oils that have been diluted to be sprayable. The dilutant is denatured alcohol, which is undrinkable and can be anything between 75-95% concentration. Perfume oils that you buy are usually diluted with an odourless carrier oil, which may be jojoba oil or something similar. Some oils that are safe to use in full concentration are not diluted.
